FOUNDING MANAGING ATTORNEY
Siobhan is an ILD Founding Managing Attorney, where she handles complex removal defense cases and consultations through ILD’s partnerships with the California State University (CSU) system and the California Community Colleges (CCC), unique programs that provide immigration legal services to students and community members at dozens of public higher education campuses throughout the state. She is a passionate and zealous advocate who is known nationally for her work as appointed counsel for the National Qualified Representative Program (NQRP), supporting individuals who have been determined by the immigration court to be unable to represent themselves due to mental health disabilities.
EXPERIENCE Prior to co-founding ILD, Siobhan worked as an attorney at non-profits throughout the Bay Area and in Los Angeles. Most recently, Siobhan co-managed Centro Legal de la Raza’s detention project, helping to lead a dynamic team that represented detained individuals in immigration court, provided legal education and consultations at three detention facilities, and secured post-release accompaniment services. Siobhan has particular expertise in complex removal defense cases, including claims for protection against torture by foreign governments known for their abysmal treatment of those with mental health issues. She also has extensive experience handling U Visa, Violence Against Women Act (VAWA), I-751 Battered Spouse Waivers, DACA, DACA Advance Parole, Naturalization, and Adjustment of Status cases.
EDUCATION She holds a BA from the University of California, Berkeley in Legal Studies and Spanish, with a concentration in Hispanic Languages and Bilingual Issues, and a JD from the University of California, Los Angeles, where she specialized in the David J. Epstein Program in Public Interest Law and Policy and Critical Race Studies Program. Siobhan is a member of the California bar and is fluent in Spanish.
